System’s · Fatima Memorial was one of the first hospitals to arrive in Abbottabad on October 11th 2005, during the acute phase, equipped with 83 member team of Trauma specialists, Orthopaedic surgeons, General and Thoracic surgeons, Oral and Maxillo Facial Surgeons, Paediatric Surgeons, Gynaecologists, Anaestheologists, Nurses and Paramedical Staff. Medical care along with medicines were dispensed by our relief team through a network of hospitals in Abbottabad. A field team headed by a specialist in family medicine provided medical care through a mobile dispensary to patients in Balakot and Jared. · With generous contributions from our fellow Pakistanis, our relief team was able to provide immediate medical care to over 2000 patients and perform over 1100 surgeries · In November 2005 a Rehabilitation Center was established at District Headquarters Hospital Abbottabad, which is providing physiotherapy services to the affected population under the supervision of a Rheumatologist and a team of Physiotherapists · Local Partners: CMH Abbottabad, District Headquarters Hospital Abbottabad, Women’s and Children’s Hospital Abbottabad, Ayub Medical Complex and Gillani Hospital Abbottabad. · Food support and kitchen items to over 180,000 affectees · Local Partners: Rural Support Programmes Network (Islamabad), National College of Arts (Lahore), Nur Foundation (Lahore), Kawish Foundation (Mansehra) · Clothing, tents, blankets, quilts, bedding, shawls, sweaters and shoes were also provided · Local Partners: Rural Support Programmes Network (Islamabad), National College of Arts (Lahore), Nur Foundation (Lahore) Kawish Foundation (Mansehra), Sungi (Abbottabad), Omar Foundation (Abbottabad/ Manshera), · In October 2005, Fatima Memorial Hospital also constructed a temporary ward on the premises of CMH Abbottabad which is accommodating 50 persons. · This was followed in November, December and January by the construction of shelters through 1153 steel corrugated sheets and 30 weather and earthquake proof houses. · Construction of shelters is ongoing and all material used will be recycled in spring and used towards permanent structures. · Local Partners: Kawish Foundation (Mansehra)

Fatima Memorial System (FMS)
Dr Shabnum Sarfraz ORGANISATIONS’S HISTORY AND CAPACITY IN COUNTRY AND/OR SIMILAR EVENT EXPERIENCE The Fatima Memorial System (FMS), comprises of the Fatima Memorial Hospital (FMH), the FMH College of Medicine and Dentistry, the FMH School and College of Nursing, FMH College of Postgraduate Medicine and an integrated community development outreach programme in seven locations in and around the city of Lahore. The hospital was established in 1977 as a Women and Children’s Hospital and has since developed into a 450 bed Tertiary Care Teaching Hospital providing a wide range of specialized services. It was established by the Ferozsons Trust on a plot leased by the Government and is registered under the Societies Act as a self sustainable not-for-profit institution providing high quality free and subsidized services to the poor and indigent population. The institution has been fulfilling its commitment dedicatedly over the last over 28 years and has the record of reaching over 3.5 million of its target population. The
Community Outreach Programme is being implemented in collaboration with the NGO
ABNI
(Anjuman-e-Behbud-e-Niswan-wa-Itfal)
and the recently established NUR Foundation. The programme comprises of
domiciliary health service providing health care on the doorstep, primary health
care centers, primary schools and a micro-credit scheme in the areas where the
programme is being implemented. The areas include Lakhodair, Gajjumatta, FC
College Colony etc. The programme is being implemented with the underlying
principle of maximum community participation to; The academic institutions of the FMS have been established to contribute to the health human resource needs of the system itself as well as the province and the country. In the recruitment of students and the implementation of training programmes, the criteria of merit and quality are being followed strictly. The FMH College of Medicine and Dentistry has received Pakistan Medical and Dental Council’s (PMDC) recognition, the Postgraduate Training Programme has the approval of the College of Physicians and Surgeons of Pakistan and the Nursing School and College are recognized by the Pakistan Nursing Council. An Institute of Allied Health Sciences will start functioning from February 2006 to train high quality para-professionals like laboratory technologists, physiotherapists, radiology technologists, speech therapists and pharmacists etc. The FMS is a real, on the ground functioning model of integrated approach to health care and community development. It works on the well established principles of equity, justice and fairness, nondiscrimination on the basis of religion or ethnicity and promotion of self reliance. The components of the system complement and support one another and work together for the objectives of the system. There is no agenda of individual material benefit or self projection. PROPOSED INTERVENTION WITH BRIEF RATIONALE The Fatima Memorial System (FMS) was one of the earliest responders to the earth quake. On Tuesday October 11 (the 3rd day of the disaster) a 34 member medical relief team was sent to Abbottabad. The team linked-up with Combined military hospital (CMH), the District Head Quarters hospital (DHQ) Hospital, Gillani Hospital and Ayub Medical College Hospital and started providing surgical and medical services to the injured being brought there. An additional team comprising of orthopaedic and trauma specialists was dispatched immediately after when the need for them became evident. To date a 83 member team of Trauma specialists, Orthopaedic surgeons, General and Thoracic surgeons, Oral and Maxillo Facial Surgeons, Paediatric Surgeons, Gynaecologists, Anaestheologists, Nurses and Paramedical Staff from Fatima Memorial Hospital and its affiliated colleges of Medicine, Dentistry and Nursing have provided services in the quake-hit areas of Hazara Division. The FMS team also organized a medical supplies store at CMH from where supplies were being given to all who needed them. A mobile medical team carried out surveys of the area between Mansehra and Balakot to do need-assessment for primary health care services. Along with the acute medical care services, the FMS with NUR Foundation support, dispatched relief goods consisting of clothes, blankets and beddings, food supplies and tents to the quake hit areas. A 30 x 80 feet shelter was constructed at CMH, Abbottabad to house the overflow of the injured. FMS has already sent 1153 steel corrugated sheets for construction of shelters and 30 weather and earthquake proof houses in Paras and Jared. Construction of shelters is ongoing and all material used will be recycled in spring and used towards permanent structures. The FMS started planning its contribution to the rehabilitation requirements of the area simultaneously with the relief work. A focal office has been set-up in Mansehra with a mobile team attached which is touring the area identifying needs and linking-up with other relief and rehabilitation groups to optimize its contribution to the effort. A Tent Village has been set up in Mansehra with NUR Foundation support. This is managed by local partners, Kawish Foundation With a background of 20 years of experience of working with the community through its Outreach Programme, Fatima Memorial System has the experience and technical resources to contribute effectively to the rehabilitation programme for the quake-hit areas. As per requirement of the national re-habilitation programme, FMS plans to adopt a specific community of the Jared town and implement a comprehensive rehabilitation project. A group of volunteer workers from the town has been identified and FMS will be working with them for the implementation of the plan. FMS has a comprehensive plan for relief and rehabilitation work at Jared. Jared is 40 km from Balakot on the Balakot- Naran Rd. A community profile of Jared is as follows:
n Population: 15,000-16,000 n Died: 2000 approx. n Injured: 3000 approx. n Homeless: 11,000 (approx.) The following is a brief description of the project:
To make functional the essential primary level
institutions and business activity in the town of Jared.
The following is a complete cycle of rehabilitation being proposed under this plan for integrated social development of the Jared community: § Relief to Evacuees at the Base Camp: Food, beddings, medicines, health and sanitation facilities are being provided at the Base Camp.
§ Building of Shelters in Paras and Jared: FMS is building permanent shelters in villages Jared and Paras. In October 2005, Fatima Memorial Hospital constructed a temporary ward on the premises of CMH Abbottabad which is accommodating 50 persons. This was followed in November, December and January by the construction of shelters through 1153 steel corrugated sheets and 30 weather and earthquake proof houses. Construction of shelters is ongoing and all material used will be recycled in spring and used towards permanent structures. LOCAL PARTNERS: Kawish Foundation (Mansehra). We would need to provide wood, hardware and other construction material at an approximate cost of Rs.6,000/- for each shelter. § Reconstruction of the Health Facilities at Jared: We propose to rebuilt the Basic Health Unit (BHU) to provide a comprehensive range of primary health care facilities to the population. The BHU would be linked with referral facilities like a Rural Health Centers and Civil hospitals of the area.
§ Re-building of Educational Facilities: A home school is being run at the base camp. The plan is to reconstruct the Primary School at Jared. Some material for this will be recovered from the dismantling of debris. All material used in the construction of temporary shelters and sheds will be recycled in spring and used towards permanent structures.
§ Income Generation and Self-Reliance Capacity Development:
Micro-credit and Qarz-e-Hasna will be given to small
businesses entrepreneurs to enable them to restart and develop their businesses.
These include grocers, barbers, tea-shops, bakers, medical stores bookshops etc.
A tailoring shop has been set up at the base camp and 82 sewing machines have
already been provided. • Local Community volunteers have been identified to work as partners to ensure effective implementation and transparency. Mr Shabbir Ahmed, a resident of Abbotabad has offered his support and has offered his premises to work as a coordination office. • Local Government & Army Support has been obtained. The army camp in Balakot has agreed to transport the building materials. • A Consortium has been created by partnering with a group of people, originally residents of Jared as well as with local NGO’s and with local administration. Already on Board are NUR Foundation (Social Development), Kawish Foundation, Akhuwat and KASHF(microcredit), TRAUMA Association (Psychological counseling) and CITY SCHOOL(education), (Heritage Foundation Pakistan) UNDP. • An FMS mobile team is already working in the area. This team will be identifying needs, and monitoring and supervising the implementation of the project jointly with local partners. The team will be strengthened as required.
